Contract pricing amendments guidance consultation

The SSRO is seeking feedback on its new guidance to support contractors and the Ministry of Defence when amending single source contracts. Consultation is open now.

This consultation period has been extended by eight weeks to 5.00pm Friday 9 January 2026.
This extension is in response to stakeholder feedback on the complexity of this area of the guidance and the Schedule to the Single Source Regulations it covers. Thank you to stakeholders for their valued input: we look forward to receiving their responses to the consultation.

Contract amendments, such as adding or removing goods, works or services, can significantly affect the price of single source defence contracts. The SSRO is seeking views on new guidance to help both contractors and the Ministry of Defence (MOD) redetermine the price of their contracts when making amendments. This brand-new guidance provides clarity on how to approach pricing in a range of scenarios and ensures that re-pricing is done in line with the regulations which apply to qualifying defence contracts (QDC) and qualifying sub-contracts (QSC). By setting out these requirements in a clear and accessible way, this guidance aims to promote confidence in pricing decisions across single source defence contracting as well as further consistency and transparency. Having clear guidance on how to apply the regulations which is understood and applied by all parties helps avoid this being an area which slows the pace of procurement and incurs additional costs.  

We have selected contract amendments as an area for focused guidance in response to MOD and industry feedback that this is an area where additional support would be valuable, as well as the SSRO’s first-hand experience of regularly advising on this topic. We frequently receive queries from contracting parties regarding contract pricing amendments.

In developing the guidance, the SSRO has sought to improve the user experience by:

  • Creating a quick start guide to highlight the key points and signpost users to the most relevant sections of the full guidance given their circumstances.
  • Providing examples to explain key concepts and help with common issues.
  • Referencing and linking to related SSRO guidance and Regulations.
  • Better signposting to further information and support

The guidance will help contracting parties to:

  • Understand what a contract pricing amendment is.
  • Grasp key concepts that apply to all pricing amendments.
  • Identify which scenario(s) apply to their amendment(s).
  • Know where componentisation is needed and how to handle multiple amendments.
  • Resolve common issues and where to find further support.
