The Single Source Regulations Office has today announced that John Russell will step down as Chief Executive on 6 November 2026 to pursue a new opportunity outside of Government and the Defence sector.
John has led the SSRO through a period of significant change for the organisation and the wider defence environment. During his tenure, the SSRO has strengthened its role as an independent, expert regulatory body; supported the implementation of changes to the single source regulatory framework; developed its use of data and insight; and increased its engagement with the Ministry of Defence, industry and wider stakeholders.

John has made a significant contribution to the organisation, bringing clarity, energy and focus during an important period for the single source regime and the defence sector. He has helped strengthen the SSRO’s capability, visibility and impact, and leaves the organisation with firm foundations for the future. We wish him every success in his next role.”
John Russell said:
It has been a privilege to lead the SSRO and to work with such committed expert colleagues, Board members and stakeholders across government and industry. I am proud of what we have achieved together: strengthening the impact of the organisation, supporting important reforms to the regulatory framework, and helping ensure the regime continues to support value for money for government and fair and reasonable prices for contractors. The SSRO has a vital role to play in supporting effective defence procurement in line with the aims of the Strategic Defence Review and Defence Investment Plan, and I leave confident that it is well placed for the future.”
The SSRO will begin a recruitment process for John’s permanent successor in due course. Joanne Watts, the SSRO’s Chief Regulatory Officer, will take on the Chief Executive role on an acting basis following John’s departure to ensure continuity of leadership.
